COURT ORDERS RETRIAL IN TANROADS ARBITRATION DISPUTE
The Court of Appeal has set aside a High Court ruling that had allowed Ruaha Concrete Company Limited to register an arbitration award worth more than USD1.19 million against the Tanzania National Roads Agency (TANROADS) Kagera, citing a breach of the parties’ right to be heard.

The appellate court directed that the matter be reheard afresh before a different judge, noting that the High Court had failed to give both parties a fair opportunity to present their case. The decision, delivered on May 15, 2026, was issued by a panel of Justices Hon. Shaban Lila, Sam Rumanyika, and Latifa Mansoor.

The dispute, registered as Civil Appeal No. 565 of 2024, originates from an arbitration award issued on September 28, 2005, in which TANROADS Kagera was ordered to pay Ruaha Concrete Company USD 1.19 million for breach of a road construction contract.

A corrected award was later issued in April 2006 following the identification of a calculation error. According to court records, the award was filed for registration in September 2006, but TANROADS objected because it had been submitted on time. In 2013, the High Court set aside the award.

The matter was subsequently appealed, and in 2017, the Court of Appeal upheld the High Court’s decision, finding that the application for registration had indeed been filed beyond the statutory time limit. In its latest ruling, however, the Court of Appeal focused on procedural fairness, holding that the right to be heard is a fundamental principle of justice that must be observed at all stages of legal proceedings.

PPAA PUSHES DIGITAL REFORMS IN PUBLIC PROCUREMENT
The Public Procurement Appeals Authority (PPAA) has announced plans to enhance the module for submitting and handling complaints and appeals under the National e Procurement System of Tanzania (NeST) by integrating it with the Judiciary’s electronic system in the 2026/27 financial year.

The initiative is aimed at simplifying access to information and improving case management whenever decisions issued by the PPAA are taken to the High Court for judicial review.

Speaking in Dodoma during a training session on opportunities and rights of businesspeople and special groups in public procurement, PPAA Executive Secretary, Mr. James Sando, said the move is part of broader efforts to align public service delivery with the Tanzania Development Vision 2050.

Mr. Sando noted that Vision 2050 places strong emphasis on leveraging Information and Communication Technology (ICT) to enhance the efficiency, transparency, and accessibility of services to citizens.

The objective of integrating these systems is to bring essential services closer to citizens in a timely and efficient manner, he said during the well attended session, which brought together traders, entrepreneurs, and special groups, including youth.

BOT INTRODUCES NEW REGULATIONS TO STRENGTHEN CREDIT GUARANTEE CORPORATIONS
The Bank of Tanzania (BoT) has introduced a comprehensive regulatory framework governing Credit Guarantee Corporations (CGCs), setting stringent requirements on licensing, capital adequacy, governance, and risk management in a move expected to significantly improve access to credit, particularly for small businesses significantly.

The new Banking and Financial Institutions (Credit Guarantee Corporation) Regulations, 2026, issued under the Banking and Financial Institutions Act [Cap. 342 R.E. 2023], establish for the first time a formal legal framework for institutions that provide guarantees to lenders against borrower default.

This mechanism is widely regarded as critical in unlocking financing for micro, small, and medium enterprises (MSMEs).

The BoT is required to issue a licensing decision within 60 days upon receipt of a complete application. In assessing applications, the central bank will evaluate factors such as the financial strength of shareholders, quality of assets, capital adequacy, and overall net worth of the institution.

In addition, proposed directors and senior management must undergo a “fit and proper” assessment, which examines their qualifications, professional experience, integrity, criminal record, and potential conflicts of interest. To safeguard financial stability and manage systemic risk, the regulations introduce strict exposure limits.

INNOVATION AND ETHICS KEY TO TANZANIA INSURANCE SECTOR GROWTH
The future of Tanzania’s insurance industry will largely depend on innovation, ethical leadership, customer trust, and operational excellence, according to the Tanzania Insurance Regulatory Authority (TIRA) Commissioner.

Speaking during the ATI Insurance Awards organized by the Association of Tanzania Insurers, Dr. Saqware emphasized that innovation and digital solutions will continue to shape the sector by improving efficiency, customer experience, and accessibility of insurance products.

He noted that a modern economy cannot achieve sustainable growth without a strong insurance sector, as investors require reliable risk protection mechanisms before committing capital to businesses and long term development projects.

Dr. Saqware further highlighted that Tanzania has significant potential to become one of Africa’s most dynamic insurance markets, provided industry players fully leverage ongoing reforms and emerging opportunities.

The Commissioner called on stakeholders to embrace transformation and uphold high standards of professionalism to build a resilient and competitive insurance industry capable of supporting national economic development.

GOVERNMENT REVOKES LICENSES OF THREE LABOUR RECRUITMENT AGENTS
The Government has revoked the licenses of three labour recruitment agents accused of exploiting Tanzanian youths seeking employment abroad, in a move aimed at protecting workers and restoring confidence in overseas employment programmes.

Speaking in the National Assembly, the Deputy Minister in the Prime Minister’s Office (Labour, Youth, Employment and Persons with Disability), Ms. Evaline Munisi, said the action demonstrates the government’s firm commitment to disciplining agents who violate regulations and endanger the welfare of job seekers.

The action we take against agents who exploit and threaten the safety of our youths working abroad is to revoke their operating licences.

Ms. Munisi stated, Three agents have already lost their licences, proving that the government is serious about protecting our young people. She emphasized that the government will continue strengthening oversight mechanisms to ensure that recruitment agencies operate in line with established laws and standards, particularly in safeguarding the rights and safety of Tanzanians employed abroad.

The move forms part of broader efforts to regulate labour migration and curb unethical practices by recruitment agents, which have in the past exposed job seekers to exploitation and unsafe working conditions.

GOVERNMENT STRENGTHENS CYBERCRIME FIGHT AS DIGITAL OFFENCES RISE
The government has intensified efforts to combat cybercrime by establishing modern investigation offices in Dodoma and Zanzibar, installing advanced cyber attack monitoring systems, and strengthening a specialized unit tasked with addressing online misinformation and incitement.

To support these initiatives, a total of 157 police officers had, by April 2026, undergone specialized training in areas such as cybercrime investigation, digital forensics, and security management. The training took place in several countries, including Brazil, India, Turkey, South Korea, Egypt, and Russia, reflecting the government’s commitment to building international standard expertise.

Despite the growing challenges posed by digital crime, authorities reported a decline in major traditional criminal offences. Recorded cases dropped from 40,022 in 2024/2025 to 39,027 between July 2025 and April 2026, indicating improvements in law enforcement operations.

During the same period, police operations led to the seizure of 187 firearms and 196 rounds of ammunition, with 169 suspects arraigned in court. In addition, law enforcement agencies confiscated 3,618 government trophies weighing 99,642.94 kilograms, resulting in the prosecution of 1,175 suspects linked to illegal wildlife trade.

Road safety indicators also showed positive progress.Reported accidents declined from 1,322 cases in 2024/2025 to 1,233 cases in 2025/2026, while road fatalities dropped by 16.4 percent, decreasing from 1,275 deaths to 1,066 deaths.

AFDB PREDICTS MODERATE GROWTH FOR TANZANIA DESPITE GLOBAL RISKS
The African Development Bank (AfDB) has projected that Tanzania’s economy will grow by 5.4% in 2026, noting that global geopolitical tensions, particularly in the Middle East, are likely to increase energy prices and the cost of imports across the region.

Despite these challenges, Tanzania is expected to remain one of the stronger-performing economies in East Africa. The Bank further highlighted that downside risks include rising oil and food prices, supply chain disruptions, climate-related vulnerabilities, and the lingering effects of socio-political tensions, all of which may affect economic growth.

However, the AfDB anticipates that the economy will rebound to 6.1% growth in 2027, supported by continued infrastructure investment, ongoing structural reforms, and gradual improvements in the business environment.

Although the AfDB’s projections are slightly lower than those of other institutions, such as the IMF and World Bank, which estimate growth between 5.9% and 6.2%, the Bank of Tanzania has also maintained a steady outlook of around 6%. According to the central bank, recent economic indicators already point to growth of over 6% in early 2026, reflecting resilience despite global uncertainties.

MINISTER TASKS NEW OSHA BOARD TO SUSTAIN WORKPLACE SAFETY GAIN
The Minister of State in the Prime Minister’s Office responsible for Labor, Employment, and Industrial Relations, Hon. Deus Sangu, has urged the newly appointed Board of the Occupational Safety and Health Authority (OSHA) to strengthen its efforts to protect workers by ensuring effective enforcement of workplace safety and health laws.

Speaking at the inauguration of OSHA’s Seventh Advisory Board in Dar es Salaam, he commended the authority for its continued role in providing professional guidance and advice to employers on improving workplace environments and safeguarding employees’ health.

These initiatives, according to him, are largely driven by recommendations from OSHA experts, especially after health assessments revealed that a significant number of workers are facing challenges related to non-communicable diseases. He emphasized that the new Board should build on these achievements and continue promoting safer and healthier working conditions across all sectors.

GOVERNMENT SEEKS INVESTORS FOR URBAN REDEVELOPMENT PROJECTS
The Government has begun seeking investors to undertake major redevelopment projects in Dar es Salaam’s Msasani and Sinza areas, as part of broader efforts to modernise deteriorating urban settlements and to improve Tanzania’s investment environment through enhanced land management systems.

Presenting the Ministry of Lands, Housing and Human Settlements Development budget estimates for the 2026/27 financial year in Parliament on 28 May 2026, the Minister, Hon. Dr. Leonard Akwilapo, said the projects will be implemented under the Land Re adjustment Programme. The proposed budget amounts to TZS 210.26 billion, of which TZS 110.03 billion is allocated for development expenditure, with the remainder directed towards recurrent expenditure.

This represents a significant increase from the TZS 153.44 billion approved for the ministry in the 2025/26 financial year. Dr. Akwilapo explained that the National Human Settlements Development Policy of 2000 encourages redevelopment of deteriorating settlements through provision of infrastructure and social services, to improve urban landscapes and expand economic opportunities.

He further revealed that the ministry has identified 111 degraded areas, covering approximately 24,309.3 hectares across 35 councils nationwide, for redevelopment under the programme.

Meanwhile, the government continues to implement strategies to make Tanzania more attractive to investors, particularly by improving land access and service delivery.

MTWARA MINING SECTOR RECORDS SIGNIFICANT REVENUE GROWTH
The mining sector in the Mtwara Region has achieved remarkable economic growth, with annual revenue increasing from 1.85 billion Tanzanian shillings in the 2021/2022 financial year to 7.55 billion shillings in the 2024/2025 fiscal period.

This substantial rise highlights the strong expansion of the region’s extractive industry and its growing contribution to Tanzania’s national economic development agenda. The figures were disclosed in Mtwara by the Resident Mines Officer (RMO), Ms. Winfrida Mrema, during an interview on the evolving role of the mining sector in supporting industrial growth.

She said this sharp increase in mining revenues within Mtwara is clear evidence of the significant structural transformation taking place in this critical sector. The growth reflects our enhanced capacity to monitor mineral production and effectively convert natural resource wealth into meaningful fiscal contributions to the national economy.

The upward trend not only demonstrates improved regulatory oversight but also underlines the importance of the mining sector as a driver of regional development, job creation, and sustainable economic growth.

ZANZIBAR FINALISES LABOUR MARKET INFORMATION SYSTEM
The Zanzibar Government has completed the development of a Labour Market Information System (LMIS), which is now in its final stages ahead of rollout.

The Minister for Labour and Investment, Hon. Sharif Ali Sharif, said the system will serve as a comprehensive database for Zanzibari youth, including their curriculum vitae (CVs), with the aim of improving access to employment opportunities both locally and internationally.

Responding to a question from Chambani Representative Mr. Mahmoud Shineni Ali, the Minister explained that the initiative is designed to connect job seekers with employers and potential investors, thereby enhancing employment prospects and labour market efficiency.

He further noted that, through the Zanzibar Investment Promotion Authority (ZIPA), the government is actively supporting local investors by linking them with foreign partners, offering training opportunities, facilitating access to financial institutions, and providing various investment incentives.

These incentives include a reduced minimum investment capital threshold of 100,000 US dollars for local investors, as well as tax incentives comparable to those granted to foreign investors investing over 2.5 million US dollars.

Hon. Sharif emphasized that the government will continue to strengthen the regulation of investment activities to boost revenue collection, promote job creation, and facilitate skills transfer within the economy.
